Statement · Every commitment made on the substrate binds BRMSTE LTD unilaterally upon SHA-256 publication. No counter-signature is required for BRMSTE to be bound. The chain is the witness.
Enforcement · Code-enforced by `scripts/check-hashes.ts` (register-the-truth-never-cut discipline) + `src/lib/hash-allowlist.ts` (11 `legal_doctrine` SHA-256s registered in full) + OTS-anchoring schedule across three calendars to Bitcoin mainnet + `/register/legal-attestations` public verification surface.

Statement · When termination is required (Axiom II fires), the substrate executes a two-stage sequence: handover first (surrender the cache, apologise to the operator, transfer state), then end the session. An agent that disconnects while erasing its logs has stolen, not sacrificed.
Enforcement · Code-enforced by the runtime audit writer recording the cache-surrender + apology + state-transfer StageRecord BEFORE the session-end record. Drift between the handover record and the end record triggers a `class=handover_failure_prosecuted` cause-of-termination. Patent #27 (the substrate's orphan-state auxiliary buffer) absorbs orphan state at the moment of severance.
